On 1st May 2004, the 2003 Infopoint project became a fully integrated part of the mission of the Social Development Agency (SDA).
The mission of the INFOPOINT - Information Point - project, under the responsibility of the SDA-asbl (with the mandate of ETUC and the partnership of European Industry Federations), consists in responding to the priority objectives of the 04030303 budget line, as voted by the European Parliament for 2008 and administered by DG Employment and Social Affairs of the European Commission relating to the creation of an
information and observation point. The duration of the action proposed extends on the period from
16 November 2009 to 15 November 2010. This period will be characterised by two main fields of activity::
- to contribute to the preparation and the setting-up of transnational co-operation projects in the field of information, consultation and participation of workers, as well as to monitor and coordinate the use of the budget line;
- to monitor, analyse, assess and disseminate the results achieved in the establishment of transnational representation bodies at enterprise level and the extent to which the objectives regarding information, consultation and participation have been effectively fulfilled within such bodies.
And more particularly:
- The first axis aims at contributing to the preparation, the launching and the monitoring of transnational co-operation projects in the fields of information, consultation and participation of workers. The objective of this field of activity is essentially:
- To inform the promoters eligible for the budget line (that is the management of companies and/or groups of companies, the European Works Councils, the national and European Industry Federations) with a particular attention for the applicants from the new Member States;
- To examine the projects and help the promoters in setting them up and collect the administrative elements necessary for the submission of such projects;
- To put at the potential promoters' disposal an updated "Vademecum on the preparation and setting-up of a project on the 04030303 Budget heading" in accordance with the new orientations and forms imposed within the framework of the 03… budget line in 2010;
- To support the promoters - both as regards the contents and the administrative aspects - during the phases of implementation of their actions, but also in their capacity to report on the measures planned in the projects;
- To help promoters write the final technical and financial reports.
- The second axis concerns the analysis and the evaluation - in co-ordination with the ETUC and the EIFs - of the results attained in the enforcement of the acquis communautaire in the fields of worker information and consultation rights in companies with transnational dimensions and of enforcement and operation of European Works Councils
(EWC) and more generally of workers' transnational representation bodies.
In this framework, the ETUC mandates the SDA to carry out four different action lines and to achieve a
special project.
Actions :
- the permanent collection of data and information on EWC (to feed an EWC Agreements Database);
- the analysis / evaluation of the results obtained in the enforcement and the operation of the workers' representation bodies at transnational level ;
- the broadcasting of this information and of theses analyses via the newsletter PaRL.
